It could.  

But someone would have to write and test said code, and test across a wide
enough range of handsets.  But everybody is already busy trying to keep the 
service and network itself up and running.  So the decision was "turn off 
IPv6, it's not making money but causing problems. revisit this later"...

With the new information ("newer S* devices might have this fixed"), I can
address the topic again, and then see what will happen.
