OTOH, if you look at aggregate expenses across all participants,  
holding an IETF meeting in the SF bay area may result in less total  
spending, because of the attendees, what fraction are from Silicon  
Valley?  Or who, if travel budgets are a concern, know friends who  
live in Silicon Valley?

Has the actual hotel & location been announced, however?
