I've found that it's hit-and-miss.  I've attended maybe
2 IETF meetings in the last 3 years but done the rest
remotely, and there are chairs who run very remote-friendly
meetings and chairs who don't.  (For that matter there
are chairs who run very in-person-friendly meetings and
ones who don't).  It can be done, and it *has* been
done in the IETF.  Maybe we could have better slide-
sharing tools or whiteboarding but I don't think it's
necessary.  Anyway,

The canonical hippie-esque way to do "real" consensus
decision-making doesn't require input from everybody
in the room or on the mailing list.  In fact, to some
extent it relies on individuals having the good
judgment to sit out a decision if they aren't familiar
with the issues, don't have a dog in the hunt, or
even if they disagree but don't want to block progress.
