I want to add to what Eliot and JohnL wrote:  I can see why this could be a
time to decide to move on, with large accomplishments completed.

Heather accomplished all the large organizational changes, brought us to
the v3 format (yay!!) in the most careful way, and celebrated and promoted
the 50th anniversary of the RFCs in an excellent manner.  Just to mention
high points.  We in IETF, IRTF, and ISE have been very lucky to work with
her.
