This is a very poor argument, in many ways.

First, enterprise gear gets usually deprecated on "out of vendor support"
cycles, so in the 4-8 years range.

Then, with a bit of foresight in purchasing, IPv6 rollout won't require
*any* "hardware swap".

So, an enterprise that stated "we won't buy anything that is not IPv6
capable from day one (even if we do not want to turn it on today)" 5 years
ago will have a fully IPv6 capable entwork today.
