I got it double-confirmed by two different lawyers. It is not possible to indiscriminate restrict right for everybody.

If the reason is a virus, and you have been tested to be free, you have the right to keep moving.

Again, unless martial law (or equivalent) is declared.

    The goal is containment of a virus that has been indirectly causing 
    death of many people, and that is spreading very fast.

    I wouldn't call that "irrational and indiscriminate", but YMMV.
