I would happily reserve my time for Madrid if IETF meeting happened 
there.  It would be a big positive advantage for me, as I live in Europe.

But plan for it differently, better.

Some meetings are cancelled in April, e.g. 3GPP "face-to-face 3GPP WG 
meetings scheduled for April 2020 will be cancelled."

Some curves can be started to look at now.

I think it would be good to design a protocol (not secret protocol) to 
decide continuity of meetings facing exceptional events.  Or protocol to 
decide when to cancel or not.
