1) This is a good question. I wish I knew :-).

2) This is conditional on a hypothetical event in the future ("Opus for 
video"). At that point, this WG may no longer exist. Or it may do 
whatever it pleases (as long as it is within its charter).

3) Even if VP8 and H264 are removed from the list of MIT codecs in a 
future spec, implementations still may need them for quite a while to be 
backwards compatible with other not yet updated implementations and old 
content.
