http://tools.ietf.org/html/rfc2418, which is an IETF BEST CURRENT 
PRACTICE, contains phrases such as "members of the IETF", "IETF 
members", and "working group members". Are you saying it needs to be 
revised?

It also contains the sentence "There is no formal membership in the IETF.".

So my conclusion is that membership applies, formal membership doesn't.
