Well, I for one would be happy to assist in organising any IETF held
in Sydney. I am sure there is a mathematical function (participants,
geography, frequency) we can come up with that we can multiply by
dollars, take the determinant and share this equitably around.

Sydney has trains from all over Australia, and a major international
airport, excellent restaurants and many sideline activities... I
frequently get ferries into the city which is delightful.

Oh, and it would save me spending 24hrs+ in transit getting to
meetings... and probably encourage another generation of participants
from around the region.

Our dollar is very strong right now, which would muck US and other
participants around (less so for EU and Cd). Yes, our customs,
immigration and visa rules are tough, though visa waivers exist for
US, Cd, EU, NZ, UK, Jp and more, and ietf procedures are streamlined.
