Yes, but ... unbeknownst to us, some significant fraction of Quebec left for vacation on the Saturday after IETF.  I hit a 90min wait at the Derby Line border crossing (A-55/I-91) on the way south to Boston mid-day on Saturday, and the CBP officers there said that it was equally bad elsewhere.  It was still a beautiful drive south through Vermont and NH.
