as an engineer, i judge by the results.  maastricht, beining, praha,
ville de québec, ...  all were reasonable to reach, well as reasonable
to reach as things are for a global organization.  all had fairly
liberal visa policies, which make a *big* difference for our co-workers
from many non-northam countries.  prices were ok, though not great.
otoh, go low and the spoiled and privileged will whine loudly.
