To say "this only covers part of the problem" is reasonable.  To add "therefore we should do nothing" is not reasonable.  A better approach is to say "this covers part of the problem, here are other areas to address"

Yes, it is probably a US-dominated view of things, and yes it refers to relatively recent history.  The IETF was US-dominated and needs to fix some of the things (such as implicit bias) it brough to the table, in order to make room for more seats at the table.
